Major Samuel Cogen
Assistant Sheriff Samuel Cogen has been serving with the Baltimore City Sheriff’s Office since May of 1996. He holds a Bachelor of the Arts Degree in Sociology with an Emphasis in Criminal Justice. Major Cogen has completed a professional fellowship with the Police Foundation in Washington D.C., Institute of Integrity, Leadership, and Professionalism in Policing. He is also a Maryland Police and Correctional Training Commission certified police instructor and firearms instructor. Major Cogen has previously been assigned as a full-time instructor at the Baltimore Police Academy and has commanded or supervised the Sheriff’s Office Warrant Units, Special Response Team, Witness Protection Unit, Field Enforcement Section, Communication Section, Transportation Section, Accounting Section, Training Section and the Domestic Violence Unit. Major Cogen currently commands the Special Operations Section that is comprised of warrant service, federal task force assignments, K-9, child support enforcement and special enforcement details.
